I really want to get a wormery, but we don't have any grass in our garden, and only a small raised bed. Is it ok for the wormery to be placed on concrete or paving stones?

Yes absolutely. Mine is on concrete or in the garage in winter. Just have a bin or something similar next to the wormery so if a few escape its the first damp spot the worms find. Then you can recover and put them back. Once they are breeding you won’t notice any occasional wanderers who get further!

Worm bins can be setup and kept anywhere. Many people living in blocks of flats have worm bins in the flat or on their balcony.
Go for it, it’s a fun hobby.
