Third week next week

Hi, Sorry to trouble but I have a "simple" question please. Next week is the first week to feed the worms food waste. Do I place a little under the damp newspaper that's there, or do I put the waste on the newspaper and put new paper on top of that? Sorry to ask such a question but this is my first wormery and I realy want to get it right.

Always put the food under the newspaper

Firstly it keeps the flies away from it and secondly it encourages the worms to feed there as they like to eat and live under something
