baby worms are usually white with a red membrane running down the length of them, they get their pigment quite quickly, so they could be baby worms, or they could be pot worms that are white and a few millimeters long.
Although you have the mesh in the bottom of the lower tray, im guessing they are still getting through.
Try putting newspaper directly over the mesh (you will need to lift the contents out) this will stop them going down and hopefully will like the food trays more than the sump.
also it might be an idea to add a brick in the bottom (as an island) which they should climb onto.
